রাজ্যে শিল্পে সঙ্কট অব্যাহত৷ ফের বন্ধ হল আরও একটি জুটমিল৷ অন্ধকারে টিটাগড়ের কেনিসন জুটমিলের দেড় হাজার শ্রমিকের ভবিষ্যত৷
বুধবার সকালে কাজে যোগ দিতে এসে শ্রমিকরা দেখেন কেনিসন জুটমিলের গেটে সাসপেনশন অফ ওয়ার্কের নোটিস ঝুলিয়ে দিয়েছে কর্তৃপক্ষ৷ ক্ষোভে ফেটে পড়েন শ্রমিকরা৷ শুরু হয় বিক্ষোভ৷
লোকসানের জেরেই উত্পাদন বন্ধের সিদ্ধান্ত বলে জানিয়েছে জুটমিল কর্তৃপক্ষ৷ অবিলম্বে মিল খোলা না হলে বৃহত্তর আন্দোলনের হুঁশিয়ারিও দিয়েছে শ্রমিক সংগঠনগুলি৷
জুটমিল সঙ্কটের দায় রাজ্য সরকারের ওপর চাপিয়েছে শ্রমিকদের একাংশ৷
তৃণমূলের শ্রমিক সংগঠনের দাবি, এই জুটমিলটি পরিচালনার দায়িত্বে রয়েছে ন্যাশনাল জুটমিল কর্পোরেশন৷ তবে বিষয়টি রাজ্য সরকারকেও জানানো হবে৷

দিল্লিতে ক্ষমতা দখলের পর স্বপ্নের প্রজেক্টের জন্য বাজেটে দুশো কোটি টাকা বরাদ্দও করেছেন প্রধানমন্ত্রী। কিন্তু, শুধু মূর্তি স্থাপনে থেমে থাকতে রাজি নয় বিজেপি । স্ট্যাচু অব ইউনিটি প্রকল্প ঘিরে জনসংযোগের ভিত্তিটাও আরেকবার ঝালিয়ে নিতে চায় বিজেপি শীর্ষনেতৃত্ব।লোকসভা নির্বাচনে এরাজ্যে ভালো ফলের পর উজ্জীবিত বিজেপি শিবির পাখির চোখ করতে চাইছে দু হাজার ষোলোর বিধানসভা ভোটকে। তাই বিশেষ নজর দেওয়া হচ্ছে এরাজ্যের প্রতি। ইতিমধ্যেই রাজ্যের আড়াই হাজার ব্লক থেকে মাটি ও লোহা পৌঁছে গেছে গুজরাটে।

গত সাতই জুন বীরভূমের ইলামবাজারে খুন হন বিজেপি নেতা রহিম আলম। এরপরেই ঘটনাস্থল পরিদর্শনে যায় বিজেপির প্রতিনিধি দল। এদিন ওই প্রতিনিধি দলের তরফে বিজেপি নেতা খুনের ঘটনা এবং রাজ্যের সামগ্রিক পরিস্থিতি নিয়ে রিপোর্ট পেশ করা হয় বিজেপি সভাপতি অমিত শাহের কাছে। রিপোর্টে বিজেপি নেতৃত্ব অমিত শাহকে জানিয়েছেন, এরাজ্যে বিরোধীদের ওপর শাসক দলের হামলা বাড়ছে। দলের শক্তি বাড়ায় তৃণমূলের আক্রমণের শিকার হচ্ছেন বিজেপি কর্মী-সমর্থকেরাও।
রাজ্যে বিরোধীদের ওপর হামলার ঘটনা বাড়তে থাকায় অমিত শাহের কাছে কেন্দ্রীয় হস্তক্ষেপের দাবি জানিয়েছেন বিজেপির প্রতিনিধিরা। পাশাপাশি চব্বিশ ঘণ্টাকে ফোনে বিজেপি রাজ্য সভাপতি রাহুল সিনহা জানিয়েছেন, এরাজ্যে দলের সাংগঠনিক শক্তি বাড়ানোর জন্য রোড ম্যাপ তৈরির নির্দেশ দিয়েছেন অমিত শাহ।
তাপস পাল ইস্যুতে হাইকোর্টে চরম অপদস্ত রাজ্য সরকার
তাপস পাল মন্তব্য বিতর্ক মামলায় সিঙ্গল বেঞ্চের অন্তর্বর্তী নির্দেশের বিরোধিতা করে হাইকোর্টের ডিভিশন বেঞ্চে যেতে গিয়ে চরম অপদস্ত হল রাজ্য। প্রথমে যে ডিভিশন বেঞ্চে গেল রাজ্য, সেই বেঞ্চের বিচারপতি প্রণব চট্টোপাধ্যায় জানালেন, পুলিসি নিষ্ক্রিয়তা সংক্রান্ত মামলা শোনার এক্তিয়ারই নেই তাঁদের।
এরপর বিচারপতি গিরিশচন্দ্র গুপ্তের বেঞ্চে মামলা নিয়ে গেলে বিচারপতি বললেন, আবেদনকারীকে নোটিস দেওয়ার পরই মামলা গ্রহণ করা হবে কিনা, তা নিয়ে সিদ্ধান্ত নেওয়া হবে। দুপুর দুটোয় মামলা গ্রহণ হল কিনা, তা নিয়ে সিদ্ধান্ত হবে।
তাপস পাল কাণ্ডে হাইকোর্টের সমালোচনা সত্ত্বেও আরও একবার অভিযুক্ত সাংসদের পাশেই দাঁড়ায় রাজ্য। সোম়বারই ওই ঘটনায় আদালতের নজরদারিতে সিআইডি তদন্তের নির্দেশ দেয় কলকাতা হাইকোর্ট। এবারে সেই রায়কে চ্যালেঞ্জ জানিয়ে ডিভিশন বেঞ্চে যাচ্ছে রাজ্য।
সাংসদের এই কদর্য বয়ান সামনে আসার পরই তাপস পালের শাস্তির দাবিতে সরব হয়েছিল সমাজের বিভিন্ন মহল। যদিও দল ও সরকার যে তৃণমূল সাংসদের পাশেই রয়েছে, মুখ্যমন্ত্রী নিজেই তা বুঝিয়ে দিয়েছিলেন।
মুখ্যমন্ত্রীর নির্দেশের পরই অবশ্য নিঃশর্ত ক্ষমা চেয়েছিলেন তাপস পাল। কিন্তু সেই চিঠিতেও ছিল বিভ্রান্তি। চোদ্দই জুন নদিয়ার চৌমাহায় বিতর্কিত মন্তব্য করেছিলেন তাপস পাল। যদিও ওই ভিডিওটি লোকসভা ভোটের অনেক আগের বলে চিঠিতে দাবি করেন তিনি।
তবুও সেই চিঠি দিয়েই তখনকার মতো তাপসপাল কাণ্ড ধামাচাপা দেওয়ার চেষ্টা করা হয়। শাস্তি দূরে থাক, টাউনহলে তৃণমূলের সাংসদ-বিধায়কদের বৈঠকেও এই প্রসঙ্গ পুরোপুরি এড়িয়ে যাওয়া হয়। সংসদের বাজেট অধিবেশনেও দেখা যায় না অভিযুক্ত তৃণমূল সাংসদকে। তৃণমূল সূত্রের খবর, মুখ্যমন্ত্রীর নির্দেশেই কার্যত লোকচক্ষুর আড়ালে চলে যান তাপস পাল। ফের তিনি খবরে আসেন রবিবার।
বৈঠক করেন তৃণমূলের সর্বভারতীয় সাধারণ সম্পাদক মুকুল রায়ের সঙ্গে। তার ঠিক একদিন পরই সোমবার অন্তর্বতী নির্দেশে তাপস পালের বিরুদ্ধে সিআইডি তদন্তের নির্দেশ দেয় হাইকোর্ট। এবারে সেই রায়কে চ্যালেঞ্জ জানিয়ে ডিভিশন বেঞ্চে যাচ্ছে রাজ্য সরকার।
এর আগে অনুব্রত মণ্ডল বা মনিরুল ইসলামের মতো অভিযুক্ত নেতাদের শাস্তির দাবি আমল দেয়নি তৃণমূল । এমনকী হাইকোর্টের সমালোচনা সত্ত্বেও বার বারই সেইসব অভিযুক্তদের পাশেই দাঁড়িয়েছে মমতা বন্দ্যোপাধ্যায়ের সরকার। এবারে হাইকোর্টের রায়কে চ্যালেঞ্জ জানানোর সরকারি সিদ্ধান্ত ফের বুঝিয়ে দিল, তাপস পাল কাণ্ডেও সেই ট্র্যাডিশনের নড়চড় হচ্ছে না।
Rise of BJP in West Bengal 'an illusion': TMC
The ruling Trinamool Congress has dismissed talk that BJP is emerging as a potential opposition force which could effectively counter it in the 2016 assembly elections in West Bengal, claiming that the saffron party's success was "an illusion".
"In Bengal, BJP will not be able to secure major opposition space. This (success of BJP in Lok Sabha elections in the state) is for the time-being and (only) an illusion. This will be proved in the coming Kolkata Municipal Corporation (KMC) polls and in the elections to several municipalities," Trinamool Congress general secretary Mukul Roy said.
"You are talking of the rise in the BJP's percentage of votes, but not taking into account that (in the Lok Sabha elections) the party lost deposits in 136 of the 294 assembly segments in the state. The party took a lead in only 23 assembly segments," he claimed.
TMC, on the other hand, took a lead in 216 assembly segments, he said.
BJP's vote share in the 2009 Lok Sabha polls in the state was 6.15%.
TMC, led by chief minister Mamata Banerjee, won 34 of the 42 Lok Sabha seats in the state with 39.4% of the votes. The Left Front secured 29% of the votes while the Congress managed to corner 9.6%.
While TMC emerged as the fourth largest party in the 16th Lok Sabha, main rival CPM won only two seats in WB, the lowest since its formation in 1964. Congress won four seats in the state with BJP bagging two.
Roy claimed that TMC would now improve its performance further in the 2016 assembly polls.
Roy, meanwhile, rubbished allegations by BJP and the Left parties that their supporters were being attacked by TMC in the aftermath of the polls.
"There are 77,000 polling booths in Bengal. Show us in how many have such incidents taken place? It was only in one per cent (of the booths)," he claimed.
Asked whether he had directed the presidents of TMC district committees to ensure that CPM supporters who have been allegedly driven out of their homes could return safely — as a follow-up to the recent meeting between a Left delegation and Banerjee - Roy said, "I have seen newspaper reports about it, but this is not true.
"Moreover, where are the homeless people? There is no homeless people as is being claimed."
BJP spokesperson and its convener in-charge for Bengal, Siddharth Nath Singh, has said that the people responded to Narendra Modi's call for a Congress-free India and the party is now issuing a call for a TMC-free Bengal in 2016.

Mamata Banerjee faces BJP challenge in West Bengal

It is an unexpected turn of events in West Bengal politics. Post-Lok Sabha election, Bengal BJP’s membership has risen by over two lakhs. Moreover, the party’s minority cell and women’s wing have witnessed an almost 50 per cent jump in membership in the last six months.
There has been a huge outflow of workers from the Trinamool Congress, CPM and Congress to the BJP in West Bengal. Aam Aadmi Party’s Bengal unit has already merged itself with the BJP.
The BJP had never been a force in Bengal politics traditionally. The party had only some influence in a few pockets of the State. As recently as five years ago, BJP in Bengal was struggling hard to bring new members into its fold. In 2010, the Bengal BJP had membership of a measly 90,000. Today, the party’s membership has touched almost six lakhs and is still increasing. Lakhs of people from various walks of life are also in touch with the party to become its member.
This is for the first time that the BJP has emerged as a party to reckon with in West Bengal’s political arena.
Lok Sabha election 2014 saw a tectonic shift in Bengal politics. For the first time, BJP won two Lok Sabha seats in the State on its own. Party’s vote share jumped to a whopping 17 per cent, a three-fold spurt from just 6 per cent in 2009 general election.
In voters’ perception, the BJP has already walked into the Opposition’s space, a place which was decorated by the CPM in Mamata era. Observers of Bengal politics say that after the demise of Jyoti Basu and with declining support base, the leaderless Bengal CPM is merely playing the role of ‘dummy Opposition’ and hence the space for Opposition in the State has been vacant since long. Now, the BJP has occupied that space.
The rise of BJP in Bengal has prompted Mamata Banerjee to embrace her political enemy – the CPM. Even though, she fought against the CPM’s ideology for four decades.
The rise of BJP in the State has left Mamata Banerjee in utter panic and fear. Widespread rigging by Trinamool hooligans in the just-held Lok Sabha election and the rising atrocities against the BJP workers underscore the very fact. There are three factors which have contributed for the steady rise of BJP in Bengal.
First, it was the Modi wave which made the BJP an unexpected force to reckon with.
Second, it is the wild minority appeasement policy of the Mamata Banerjee Government which has contributed to the growth of BJP in the State. Mamata Government chooses to stay soft on the illegal Bangladeshis who pose grave threat to the demographic structure of West Bengal. In Mamata’s rule, West Bengal has witnessed several atrocities against Hindus. It is not only the anti-Hindu activities the TMC Government has been involved in, but Mamata Banerjee has also encouraged anti-national sentiments in the State. Allowing a protest rally against the hanging of Parliament House attack mastermind Afzal Guru can be cited as a case in point.
Third, the rise of BJP in Bengal has much to do with the rise of RSS and other nationalist organisations in last five years. The number of RSS sakhas, which stopped assembling owing to lack of peoples’ participation, has increased many-fold.
The intelligentsia of West Bengal is looking at the BJP as the real alternative to Mamata. They feel it is only the BJP which can address the acute unemployment problem in the State by bringing in industries, and stop mass brain drain from the State.
Armed with peoples’ support, BJP called for a ‘Trinamool-free’ Bengal. The party organised a massive Bangla Bachao Rally on the occasion of the death anniversary of Jan Sangh founder Syama Prasad Mookerjee.
BJP is gearing up for the upcoming urban local body polls. The party has already planned an early preparation for the 2016 Assembly election which will see a direct battle between Trinamool Congress and the BJP. The Bengal BJP has to sustain this momentum.

The political importance of Left parties in West Bengal seems to have been eclipsed by the Bharatiya Janata Party’s thumping victory
On the stage of Indian democracy, political parties often perform without a script. Their roles, actions, and salience are perpetually subject to unpredictability and change. People never guarantee any sort of security or permanence to any single political actor. It is this changeability that marks the essence of politics in a democracy. This argument was reconfirmed again with the victory of the Bharatiya Janata Party.
However, change itself demands critical interrogation. What does the appeal forachche din exactly mean? What implications does this change actually have for Indian democracy?
Let us revisit the election results. The BJP alone secured a clear majority with 282 seats, a number too big to be compared to the seats won by other parties. The results give us two immediate implications. One, the sheer numerical strength of the BJP has left the present government with no effective opposition. Two, the results this time, quite shockingly, signal toward a temporary suspension of the autonomous roles played by regional parties. The political importance of regional players and Left parties, who have been playing a significant bargaining role at the national level since the 1990s, seems to have been eclipsed by the BJP’s thumping victory. The party-wise representation in Parliament shows that, except in the cases of Tamil Nadu, Odisha and West Bengal, all other major regional parties have hardly managed to gain considerable numbers.
The BJP is now recruiting activists and mobilising support in various States, particularly where its machinery had been weak so far, including in West Bengal.
Changing political dynamics
In the last few months, West Bengal has witnessed a rising number of political clashes between the BJP and the Trinamool Congress. From Sandeshkhali to Basirhat, and from Anandapur to Falta, instances of violent tussles between party workers and supporters of both camps have occupied headlines. It seems that with its growing support base the BJP at present stands as the principal threat to the ruling party in West Bengal.
In the last few months, West Bengal has witnessed a rising number of political clashes between the BJP and the Trinamool Congress. In the election, the Trinamool Congress secured 39.3 per cent votes, whereas the BJP bagged 16.8 per cent of the vote share and two seats from the State. The two other main contenders in the last election: the Left Front and the Congress managed to secure 22.7 per cent and 9.6 per cent of the votes respectively, but their organisational machinery seems to be limited in terms of scope and political influence. Three important questions crop up at this juncture. How did the political dynamics in West Bengal undergo such a sudden transformation? How is the BJP penetrating and gaining popular support in the State? And how is the Trinamool Congress responding to the increasing influence of BJP in the State?
It must be noted that the foundation stone of this changing picture was laid during the days of decline of the longstanding Left Front regime. For over three decades, the Left Front almost monopolised all avenues of public life: social, cultural, economic and political. With the collapse of the Left Front, this monopoly was broken, and the phase was marked by the emergence of community organisations as political mouthpieces of different population groups (Matua Mahasangha, Gorkha Janmukti Morcha, etc.). Since Mamata Banerjee and her party could not reproduce the well-orchestrated organisational network of the Left, the Trinamool Congress had to thrive on the politics of populism. Apart from her party machinery, Ms Banerjee has to constantly woo and rely either on various community organisations (the Matua Mahasangha for support of the Matuas, for example), or on a selected section of the civil society (mostly film stars and public icons), to mobilise support.

The rise of community organisations as important political actors, who are capable of bargaining with the orderly world of party politics, has affected the voting behaviour of the people. Every single party in West Bengal at present therefore aspires to be a game-changer in the near future.
The BJP, too, has similar aspirations. Its campaign appealed hugely to the urban middle class voters, especially the youth. However, in the context of rural West Bengal, the politics of the BJP has replicated the model of populism established by the Trinamool Congress. In the case of Darjeeling for instance, it wooed the community organisation of the Gorkhas by responding somewhat positively to the demand of Gorkhaland. In the case of Asansol, the party nominated the popular singer Babul Supriyo as its candidate. Even on the question of attracting Dalit votes, Narendra Modi, during his election campaign in Krishnanagar, Nadia district, gave assurances of granting citizenship to the Matuas. Now, with the ascent of the BJP at the Centre, the party is keener on expanding its influence among different sections of the population by addressing their demands and offering governmental benefits. Moreover, immediately after the elections we have seen senior political leaders (like former Congress leader Pradip Ghosh) shifting their party allegiance to the BJP. The party therefore is now posing itself before the people as the only political option that can resist the whimsical politics of the Mamata Banerjee government.

Mamata Banerjee has again reiterated who the real enemy is for her in the state of West Bengal. On the occasion of Martyrs Day which her party Trinamool Congress observes each year on July 21, she targeted the BJP again at a huge gathering by saying, "They had one Lok Sabha seat in 2009 and this time (2014 Lok Sabha polls) they could add only one seat to the total. I am telling you the figure will remain the same. It will never be three (from two) and in the next election it will come down to zero.”
This gathering was organised to commemorate the killing of 13 Congress activists in 1993 in the police firing ordered by the then Jyoti Basu government, when activists in the political rally led by her allegedly tried to enter the state secretariat. But strangely, unlike previous years, the West Bengal chief minister spoke nothing against the Left government in question against whom she constituted an inquiry to investigate the police firing. She only made an appeal to persons supporting the Left ideology “to join Trinamool and work for the people with dignity”. On this occasion, three Congress and one CPM MLA joined her party praising the efforts of ‘didi’.
But this appeal also shows that Mamata's understanding of the state’s changing political scenario is far better than many would expect. Just a day before Martyr’s Day, senior leaders from the Left party Forward Bloc’s youth wing joined the BJP along with their supporters. According to political observers, no such split had been witnessed in Bengal in the recent past where so many Left supporters had joined a right-wing party. State BJP leaders have claimed that the entire Yuva League of Forward Bloc got assimilated with their party.
So there is plenty of context to what Mamata Banerjee said at the rally. She clearly knows that after the Lok Sabha debacle, Left parties are facing a crisis and dealing with a serious internal tussle among its supporters. While the Left leadership is not budging to hand over the baton to the new generation even after their humiliating performance, a section within their parties has become restless and finds little scope for political growth in them. Both BJP and Mamata are working seriously to welcome these dissidents to join the ranks in their parties and improve the organisation at the grassroot.
The BJP has increased its vote percentage in Bengal by 11 percent in the 2014 Lok Sabha election and it aims to snatch the role of opposition from the Left by making an effort to build a robust organisation. Since the election results, bitterness ensued within the ranks of the Forward Bloc who wanted change in the state leadership which is now controlled by veteran Ashoke Ghosh. BJP wanted to use this opportunity and its state secretary Asim Sarkar was working secretly to welcome this group in their party for some time.
While joining the BJP at the Netaji Shubhash Institute Hall at Sealdah on Sunday, former Forward Bloc MLA from Barasat, Bithika Mandal said, “We were struggling inside the party but the state leadership did not bother to listen us. Today they are calling us rotten fruits for joining the BJP. Let me be clear that if we are rotten then the entire Forward Bloc has itself got rotten.”
The question of how leaders belonging to the Left can join a party like BJP is coming to the fore time and again. Shashi Agnihotri, leader from the women’s wing of the Forward Bloc offered an explanation saying, “Leaving the Left ideology and joining a right-wing party like BJP was a difficult decision for us. But BJP looks quite energetic in the state with a positive power whereas the Left leadership is looking hapless, with no direction or answer to the Trinamool’s terror unleashed on the people.”
Most of the Forward Bloc leaders heaped praise on Narendra Modi during their joining ceremony and talked about his strong leadership. They also praised BJP's efforts to send a Central team twice to support workers at the grassroot level following any violent attacks on them, unlike the Left parties, who they alleged, have deserted them. At the moment, the BJP has appointed Meenakshi Lekhi and Siddharth Nath Singh as incharge of Bengal.
Post poll violence by Trinamool Congress supporters on the beleaguered Left party workers has been touted as one of the main reasons for this torrent of support for BJP in Bengal. This was also discussed in a much hyped meeting between the Left leadership and the West Bengal CM in her secretariat last month where Mamata directly asked them to explain why they couldn't stop such splits within their party. Left leaders answered that if violence continued unabated and democratic spaces shrank in the state, then only ‘communal forces’ would gain.
At the Martyrs Day rally, Mamata raised the pitch of threat from communalism as well. “No communal or political party has any political future in Bengal” she spoke and warned TMC supporters by saying, “Always stay alert as they (BJP) might hatch some communal conspiracy in the state.”
Bengal voters see BJP as the only force that can fight TMC
The BJP’s second biggest surprise success story in the Lok Sabha elections — after Uttar Pradesh — is Bengal, where it had never been a force despite having a few pockets of influence.
But while it had made perceptible efforts to push the big boys of UP politics — the Samajwadi Party and the Bahujan Samaj Party — to the sidelines, the Bengal voter seemed to have walked into the BJP camp on his own.
And that’s precisely the reason Trinamool Congress boss and chief minister Mamata Banerjee looks so cagey about the BJP these days.
Its vote-share in the state has witnessed an almost threefold spurt, but what actually unnerved Banerjee is the fact that it’s slowly — but quite steadily — replacing the CPI(M) in the voter’s perception as the only force that can fight the TMC.
The BJP’s co-incharge for West Bengal, Sidharth Nath Singh, told HT: “In the assembly elections, it is going to be the Trinamool Congress versus the BJP. And Mamata (Banerjee) has sensed the people’s mood.”
But the TMC boss’ response has not been political, at least so far. She is depending largely on muscle power to stop the BJP. A report by a delegation — led by the BJP’s Darjeeling MP SS Ahluwalia — elaborated on the attacks by TMC men on BJP workers.
What helped the BJP pitch its tent in Bengal so suddenly? A TMC MP, who did not wish to be identified, said Banerjee’s aggressive minority appeasement policy led to Hindu consolidation in the bordering areas, where infiltration had turned into a political issue from a mere law and order problem.
Second, a large number of Left Front sympathisers, who were uncomfortable with the rise of the TMC and Banerjee’s brand of politics — but were disappointed with the communist party — added muscle to the BJP.
TMC insiders admit their main challenge is to contain the rise of the BJP, which plans to begin early preparation for the upcoming 82 municipal corporations and municipality polls.
“Any gain for the BJP in these local body elections would give them a big impetus ahead of the 2016 assembly elections,” the TMC MP said. And the BJP is definitely preparing for a dash.
Sidharth Nath Singh said his party would organise a series of events aimed at touching a chord with the party workers and electorates ahead of the assembly polls.
WB govt appeals against HC order on Tapas Paul
West Bengal government today moved an appeal before a Division Bench of Calcutta High Court challenging a single Bench order that directed registration of an FIR against Trinamul MP Tapas Pal for his controversial comments against women and a CID probe into it.
The state moved the appeal before a division bench comprising Mr Justice Girish Gupta and Mr Justice T Chakraborty citing urgency as Mr Justice Dipankar Dutta had in his order on Monday directed that the FIR be lodged within 72 hours of the order being uploaded on the court's website.
Tapas Pal himself also moved an appeal before the court against Mr Justice Dutta's order.
The Division Bench directed that the matters would be heard at 2.00 p.m. 30th July 2014.
Mr Justice Dutta, passing his verdict on a petition seeking CID investigation into Paul's comments against women and other opposition party supporters at election rallies, had also made caustic observations about the state's law and order situation and the role of police.
He had directed that the high court would monitor the probe in view of West Bengal government's stand that the complaint did not disclose any cognisable offence.
Mr Justice Dutta had in his order directed Inspector in-charge of Nakashipara Police Station in Nadia district to treat the 1 July complaint by petitioner Biplab Chowdhury, a resident of Paul's constituency Krishnagar in Nadia district, as an FIR.
The court also directed the state DGP to transfer the case to the DIG, CID, within 72 hours of the order being uploaded in the high court's website.
Mr Justice Dutta directed the CID authorities to file a status report on progress of investigation on September one.
Mr Paul had in an open letter tendered unconditional apology to the media and the public at large for his unsavoury comments.

বাড়ি থেকে চুরি যায়নি কিছুই। সোনার হারও রয়ে গিয়েছে গলাতেই। উধাও শুধু মোবাইল ফোন। কেষ্টপুরের গৃহবধূ সোমা ঘোষের (৪৫) খুনের তদন্তে নেমে এখন সেই মোবাইলটিরই খোঁজ চালাচ্ছে পুলিশ। তদন্তকারীদের ধারণা, মোবাইল ফোনটি পাওয়া গেলে রহস্যের অনেকটাই কিনারা হয়ে যাবে। তবে দেহ উদ্ধারের পরে ২৪ ঘণ্টা কেটে গেলেও খুনের কারণ সম্পর্কে এখনও কোনও নির্দিষ্ট সূত্রে পৌঁছতে পারেনি পুলিশ।
সোমবার দুপুরে কেষ্টপুরে নিজের ফ্ল্যাটে খুন হন সোমা। মেয়ে সায়নী স্কুল থেকে বাড়ি ফিরে দেখে মা রক্তাক্ত অবস্থায় বসার ঘরে পড়ে রয়েছেন। খুনের তদন্তে নেমে মৃতার স্বামী সুজিত ঘোষের পাশাপাশি সোমার বন্ধু পূরবী সাহাকেও পুলিশ জিজ্ঞাসাবাদ করে। পুলিশ জানিয়েছে, ওই দিন দুপুরে সোমার বাড়িতেই যাওয়ার কথা ছিল পূরবীর। মায়ের ওই অবস্থা দেখে সায়নী ছুটে গিয়েছিল তাঁর বাড়িতে। পূরবী বাড়িতে ছিলেন না। প্রশ্ন উঠেছে, তখন তিনি কোথায় ছিলেন? তদন্তকারীদের পূরবী জানান, ওই সময়ে তিনি নিউ টাউনের শপিং মলে গিয়েছিলেন। সেখানে কেনাকাটার বিলও পুলিশকে দেখিয়েছেন তিনি।
পূরবীকে জিজ্ঞাসাবাদ করে পুলিশ জেনেছে সোমার সঙ্গে তাঁর বন্ধুত্ব দীর্ঘদিনের। পুলিশের দাবি, পূরবী জানিয়েছেন, সোমা বিভিন্ন সময়ে বাড়ি থেকে বেরোতেন। তিনি কাদের সঙ্গে মিশতেন, কারা তাঁর বন্ধুবান্ধব ছিল, সে বিষয়ে পূরবীর দেওয়া তথ্য খতিয়ে দেখছে পুলিশ। বিধাননগর কমিশনারেটের গোয়েন্দা দফতরের এক অফিসার জানিয়েছেন, সোমার পরিচিত দু’জনকে বাগুইআটি থানায় ডেকে জিজ্ঞাসাবাদ করা হচ্ছে।
পুলিশ জেনেছে, ইংরেজি দৈনিকের চাকরি চলে যাওয়ার পরে সুজিতের প্রিন্টিং সামগ্রী সরবরাহ ব্যবসাও ভাল চলছিল না। বাড়ির গয়না বন্ধক রেখে সংসার চালানোর মতো অবস্থা হয়েছিল তাঁদের। তাই সংসারে স্বাচ্ছন্দ্য আনতে সোমা কোনও কাজ করছিলেন কি না এবং সেখানে কোনও গণ্ডগোল হয়েছিল কি না, তা খতিয়ে দেখছে পুলিশ।
বিধাননগর কমিশনারেটের এসিপি অর্ক বন্দ্যোপাধ্যায় বলেন, “সোমা কোথায় যেতেন, কাদের সঙ্গে মেলামেশা করতেন এ ব্যাপারে পূরবী অনেকটাই জানেন। তাই মঙ্গলবার দফায় দফায় সোমার স্বামীর পাশাপাশি পূরবীকেও জিজ্ঞাসাবাদ করা হয়েছে।” সোমার সঙ্গে সুজিতের পারিবারিক অশান্তি চলছিল কি না, তা দেখছে পুলিশ। পুলিশের দাবি, সুজিত জানিয়েছেন, ঘটনার সময়ে তিনি ব্যবসার কাজে মুকুন্দপুরে গিয়েছিলেন। সত্যিই তিনি সেখানে ছিলেন কি না, তা খতিয়ে দেখছে পুলিশ।
সোমাদেবীর দেহ যে ঘরে ছিল, সেখানে টেবিলে একটা গ্লাসে প্রায় শেষ হওয়া ঠান্ডা পানীয় ছিল। ওই গ্লাস ও ঘরের পারিপার্শ্বিক কিছু তথ্যপ্রমাণ দেখে পুলিশের অনুমান, ওই দিন সোমার পরিচিত কেউ ওই ঘরে এসেছিলেন। যে অস্ত্রে সোমাকে খুন করা হয়েছিল, সেটি ওই বাড়ির রান্নাঘর থেকে নেওয়া কি না, তা পুলিশ খতিয়ে দেখছে। পুলিশ জানায়, খুনের ধরন ও সোমার শরীরের বিভিন্ন অংশে আঘাতের চিহ্ন দেখে প্রাথমিক ভাবে মনে করা হচ্ছে, কোনও পেশাদার খুনি এ কাজ করেনি।
‘রুপো’ কুড়োতে পথে নেমে হুড়োহুড়ি সল্টলেকে

এ যেন ‘সিলভার রাশ’। বুলেভার্ডের ধারে ধুলোবালি, আবর্জনায় আঁতিপাঁতি খুঁজে চলেছেন অসংখ্য মানুষ। সাইকেল, মোটরবাইক থেকে নেমে হুমড়ি খেয়ে রাস্তায় বসে পড়ে হাতড়াচ্ছেন অনেকে। দামি গাড়ি থামিয়ে চালকের পাশাপাশি ধোপদুরস্ত পোশাক পরা সওয়ারিও পথে নেমে নোংরা ঘাঁটছেন। কেন? হয়তো পেয়ে যেতে পারেন একখণ্ড রুপো। যার আকার ছোট বলের মতো। মঙ্গলবার সকালে ওই রুপোলি রঙের ধাতব বল জোগাড় করা নিয়ে ধুন্ধুমার কাণ্ড ঘটে গেল সল্টলেকে।
সকাল সাড়ে ১১টা নাগাদ সল্টলেকে সিটি সেন্টার থেকে মহকুমা হাসপাতালমুখী রাস্তার প্রায় এক কিমি জুড়ে নানা আকারের রুপোলি রঙের ধাতব বল পড়ে থাকতে দেখা যায়। প্রথমে দু’এক জন পথচলতি মানুষ সেগুলি হাতে নিয়ে দেখতে থাকেন। এর পরেই লোক মুখে ছড়িয়ে পড়ে ‘রুপোর বল’ পড়ে আছে রাস্তায়।
কিছুক্ষণের মধ্যেই অসংখ্য লোক জমায়েত হয়ে তা কুড়োতে শুরু করেন। রীতিমতো কাড়াকাড়ি পড়ে যায়। পুলিশ জানায়, ঘটনার জেরে বেশ কয়েকটি রাস্তায় যানজট হয়। পরিস্থিতি নিয়ন্ত্রণে আনতে গিয়ে হিমসিম খেয়ে যায় ট্রাফিক পুলিশও। বল কুড়োতে ব্যস্ত এক মাঝবয়সী ব্যক্তি এক জন ট্রাফিক অফিসারকে বলেই দেন, “মশাই, আর পাবেন না, আপনিও দুটো বল নিয়ে নিন।”

করুণাময়ী যাচ্ছিলেন তন্ময় বসাক। রাস্তার ভিড়ে তাঁর গাড়ি আটকে যায়। তিনি জানান, গাড়িচালক ভিড়ের কারণ জিজ্ঞাসা করতে সেই যে নেমে গেলেন, ফেরার নাম নেই। তন্ময়বাবু বলেন, “নেমে দেখি সকলে রাস্তার নোংরা ঘাটছেন। সেখানেই চালককে খুঁজে পাই। হাতে গোটা দশ ছোট বল।” দামি গাড়ি থেকে নেমে এক ব্যক্তি বল কুড়োচ্ছিলেন। তাঁর কাছে একটা বল চাইতেই জবাব এল, “দূর মশাই, অনেক ধাক্কাধাক্কি করে তিনটে বল জোগাড় করলাম। খানিক আগে এলে আরও ক’টা পেতাম।”
ওই পথেই সল্টলেকের মহকুমা হাসপাতাল। রোগীর পরিজনেদের অনেককেই দেখা গেল ছুটছেন বল কুড়োতে। হাসপাতালে ঢোকার উপায় নেই। এক দিকে মানুষ অন্য দিকে গাড়ির ভিড়। এর জেরে সিটি সেন্টার, সিএ আইল্যান্ডমুখী রাস্তা, করুণাময়ীমুখী রাস্তায়ও গাড়ি দাঁড়িয়ে যায়। হাসপাতালের কর্মীরাও এ দিন রাস্তায় নেমে পড়ে পরিস্থিতি স্বাভাবিক করার চেষ্টা করেন। কিন্তু কাজ হয়নি। শেষে পুলিশবাহিনী পৌঁছে পরিস্থিতি সামলায়। পুলিশকর্তাদের দাবি, কোনও গাড়ি থেকে ওই ধাতব বল রাস্তার ধারে ছড়িয়ে পড়ে। সল্টলেকের এডিসিপি দেবাশিস ধর বলেন, “রুপোলি রঙের ধাতব বল রাস্তার ধারে পড়েছিল। তাই নিয়ে এই অবস্থা। যে ভাবে যানজট তৈরি হয়েছিল তাতে যে কোনও সময়ে দুর্ঘটনা ঘটতে পারত। পুলিশ পৌঁছে পরিস্থিতি স্বাভাবিক করে। ওই ধাতব বস্তু পরীক্ষার জন্য পাঠানো হয়েছে। তবে প্রাথমিক ভাবে সেটি রুপোর তৈরি বলে মনে হচ্ছে না।”
২০১৬-র মহড়া পুরভোট, বার্তা অমিতের
চাঁদে যাওয়ার লক্ষ্যে ঝাঁপাও। তা হলে অন্তত ছাদে গিয়ে পৌঁছবে!
এমনই নীতিবাক্য মাথায় রাখছেন বিজেপি-র সর্বভারতীয় সভাপতি অমিত শাহ। বঙ্গ বিজেপি-র জন্য তাঁর পরিষ্কার বার্তা, ২০১৬-র লক্ষ্যে দৌড় শুরু হোক এখনই। মাঝে পুরভোটে তার মহড়া হবে। রাজ্যে দু’নম্বর নয়, অমিতের লক্ষ্য পয়লাই!
লোকসভা ভোটে এ বার বাংলায় ১৭% ভোট পেয়েছে বিজেপি। ঝুলিতে এসেছে দু’টি আসন। এবং তার পর থেকেই রাজ্য রাজনীতিতে প্রকৃত বিরোধী শক্তি হিসাবেই লড়াই চালানোর চেষ্টা করছে তারা। এক দিকে শাসক তৃণমূল এবং অন্য দিকে বিরোধী কংগ্রেস ও বাম শিবির থেকে কর্মী-সমর্থকেরা যোগ দিচ্ছেন বিজেপি-তে। বাংলায় বিরোধী রাজনীতির পরিসর দখলের জন্য বিজেপি-র তৎপরতা যখন তুঙ্গে, সেই সময়েই দলের রাজ্য নেতৃত্বকে অমিতের পরামর্শ: দু’বছর পরে বিধানসভা ভোটে ক্ষমতা দখলের স্বপ্ন সামনে রেখেই এগোতে হবে তাঁদের। তার জন্য রাজ্য নেতৃত্বের যাবতীয় উদ্যোগে অকুণ্ঠ সহযোগিতা থাকবে কেন্দ্রীয় নেতৃত্বের।
সর্বভারতীয় সভাপতি হিসাবে দায়িত্ব নেওয়ার পরে মঙ্গলবারই প্রথম দিল্লিতে অমিতের সঙ্গে দেখা করেছেন বিজেপি-র রাজ্য সভাপতি রাহুল সিংহ। সেই আলাপচারিতায় অমিত যে পরামর্শ রাহুলকে দিয়েছেন, সাম্প্রতিক পরিস্থিতির নিরিখে তাকে যথেষ্টই তাৎপর্যপূর্ণ ধরা হচ্ছে। কারণ, সংসদের চলতি অধিবেশনে তৃণমূল যে ভাবে মাঝে মাঝে নরেন্দ্র মোদীর সরকারের পাশে এসে দাঁড়াচ্ছে, তাতে বিজেপি-র ভবিষ্যৎ পরিকল্পনা সম্পর্কে কোনও কোনও মহলে ধোঁয়াশা তৈরি হচ্ছিল। রাহুলকে পেয়ে অমিত এ দিন সেই সংশয় দূর করে দিয়েছেন। বুঝিয়ে দিয়েছেন, সংসদের চৌহদ্দিতে যা-ই ঘটুক, রাজ্য বিজেপি-কে পুরো দমেই লড়তে হবে তৃণমূলের বিরুদ্ধে।
অমিতের সঙ্গে আলোচনা সেরে রাহুলবাবু এ দিন বলেন, “রাজ্য নেতৃত্ব যে ভাবে এগোচ্ছেন, তাতে খুশি তিনি। অদূর ভবিষ্যতে পশ্চিমবঙ্গে এক নম্বর দল হিসাবে যাতে বিজেপি-র উত্থান হয়, সেই মনোভাব নিয়েই প্রচার করতে বলেছেন বিজেপি সভাপতি।” পশ্চিমবঙ্গে এখন আইনশৃঙ্খলা পরিস্থিতি কেমন, কী ভাবে নানা জায়গায় শাসক দলের হাতে আক্রান্ত হচ্ছেন বিজেপি-র কর্মী-সমর্থকেরা, সেই সংক্রান্ত রিপোর্ট সর্বভারতীয় সভাপতিকে দিয়েছেন রাহুল। আবার একই দিনে পশ্চিমবঙ্গে দলের পর্যবেক্ষক সিদ্ধার্থনাথ সিংহের উপস্থিতিতে কেন্দ্রীয় নেতৃত্বের কাছে জমা পড়েছে প্রবীণ নেতা বলবীর পুঞ্জের নেতৃত্বে বীরভূমের ইলামবাজার ঘুরে যাওয়া বিজেপি প্রতিনিধিদলের রিপোর্ট। সেখানেও বলা হয়েছে, পশ্চিমবঙ্গে ৩৪ বছরের বাম সরকারের পরিবর্তন ঘটিয়ে তৃণমূল ক্ষমতায় এলেও আসলে কোনও ‘পরিবর্তন’ আসেনি! বাম আমলের গুন্ডাদের নিয়েই এখন তৃণমূল রাজত্ব চালাচ্ছে। যে ভাবে লোকসভা নির্বাচনে বিজেপি-র ভোট ৬ থেকে বেড়ে ১৭% হয়েছে, তাতে মমতা বন্দ্যোপাধ্যায় ঘাবড়ে গিয়েছেন! সে কারণেই রাজ্য সরকারের প্রশ্রয়ে তৃণমূল কর্মীরা বিজেপি-র উপরে হামলা করছেন।
সব মিলিয়ে মমতার রাজ্যে সংগঠন ছড়ানোর জন্য রসদ হাতে পেয়েছেন বিজেপি-র অন্দরে ‘মাস্টার স্ট্র্যাটেজিস্ট’ বলে পরিচিত অমিত। দলের রাজ্য নেতৃত্বও তাঁর পরামর্শের অপেক্ষাতেই ছিলেন। বিজেপি-র রাজ্য নেতা ঋতেশ তিওয়ারির কথায়, “আমাদের কেন্দ্রীয় নেতৃত্বের লক্ষ্য এখন তৃণমূলমুক্ত বাংলা গড়া। সর্বভারতীয় সভাপতি আমাদের রাজ্য সভাপতিকে এই কথাই বলেছেন যে, রাজ্যে দলের সব রকম আন্দোলনে তাঁদের সহযোগিতা থাকবে। কেন্দ্রীয় নেতারাও তাতে প্রয়োজনমতো সামিল হবেন।”
তৃণমূল নেতৃত্ব অবশ্য বিজেপি-র এমন তৎপরতাকে বিশেষ গুরুত্ব দিতে নারাজ। বিজেপি-র উপরে হামলার অভিযোগও নস্যাৎ করে তৃণমূলের মহাসচিব পার্থ চট্টোপাধ্যায়ের বক্তব্য, “কেন্দ্রীয় হোক আর রাজ্য নেতৃত্ব, সব দিবাস্বপ্ন দেখছেন! যাঁরা এ রাজ্যে প্রাথমিক পরীক্ষাতেও পাশ করল না, তারা দিল্লিতে এমএ পাশ করে এখানেও অলীক স্বপ্ন দেখছে! এই স্বপ্ন সফল হবে না, কারণ এ রাজ্যের মানুষ কোনও দিনই বিভাজনের রাজনীতি মেনে নেননি। নেবেনও না।”
বস্তুত, দায়িত্ব নেওয়ার পরেই বিজেপি-র অন্দরে অমিত বুঝিয়ে দিয়েছেন, যেখানে যেখানে দলের প্রসার এখনও সে ভাবে ঘটেনি, সেখানে পৌঁছে যাওয়াই তাঁর প্রথম লক্ষ্য। সেই কাজে এক দিকে যেমন তিনি নতুন প্রযুক্তির ব্যবহার করে তরুণ প্রজন্মকে কাছে টানতে চান, তেমনই একেবারে তৃণমূল স্তরে বিজেপি-র মর্তাদর্শগত শিক্ষা পৌঁছে দিয়ে দলের বাঁধুনি ঠিক রাখতে চান। পশ্চিমবঙ্গের ক্ষেত্রেও তার অন্যথা হচ্ছে না। বিজেপি সূত্রের বক্তব্য, বাংলার জন্য ত্রিমুখী রণকৌশল নিচ্ছেন অমিত। এক, ভোটে লড়ার প্রধান হাতিয়ার হল বুথকে রক্ষা করা। তাই বুথ স্তরে সাংগঠনিক শক্তি বাড়াতে হবে। দুই, অন্য দল থেকে কর্মীরা ইতিমধ্যেই দলে যোগ দিতে শুরু করেছেন।
কিন্তু অমিত চাইছেন, শুধু কর্মী নয়, ভিন্ দলের বড় নেতারা বিজেপি-তে যোগ দিতে আগ্রহী হলে এখনই তাঁদের সামিল করাতে হবে। তাঁরা অন্য দলের বিধায়ক বা সাংসদও হতে পারেন। তিন, পশ্চিমবঙ্গে তৃণমূলের আক্রমণ মোকাবিলায় কেন্দ্রীয় স্তর থেকে সব রকম সাহায্য করা হবে। অতীতে দু’দফায় কেন্দ্রীয় দল গিয়েছে। প্রয়োজনে ভবিষ্যতেও যাবে। অমিত প্রয়োজনে প্রধানমন্ত্রী মোদীর সঙ্গেও এই বিষয়ে কথা বলবেন। যে সব জায়গায় তৃণমূলের অত্যাচার হচ্ছে, সেখানে সংখ্যালঘু কমিশন, মহিলা কমিশনকেও সক্রিয় হতে বলা হবে।
রাহুলের প্রতি এ দিন অমিতের নির্দেশ, বিধানসভা ভোটের আগে পশ্চিমবঙ্গে পুরভোটকে সেমিফাইনাল ধরে রোডম্যাপ তৈরি করতে হবে। প্রতি মাসে অগ্রগতির রিপোর্ট পাঠাতে হবে দিল্লিতে। বিজেপি-র অন্দরের খবর, অমিত এমন সফ্টঅয়্যারের সন্ধানও শুরু করেছেন, যার সুবাদে কোনও রাজ্যের ছোটখাটো ভোটের সূচিও দলের কেন্দ্রীয় নেতৃত্বের নজরে থাকে!
বাংলার জন্য অমিতের যাবতীয় নির্দেশের নির্যাস একটাই আগামী বিধানসভায় ‘নাম্বার টু’ নয়, সরাসরি ক্ষমতা দখলের লক্ষ্য নিয়েই ঝাঁপাতে হবে। রাজ্য বিজেপি-র এক নেতার কথায়, “রাজ্য থেকে মণ্ডল হয়ে নীচের স্তর পর্যন্ত আমাদের কমিটি ছিলই। এ বার আরও সংগঠনের কাজ আরও গুছিয়ে নিয়ে ‘মিশন ২০১৬’-র প্রস্তুতি চলবে।”
সভাপতি হওয়ার আগেই অমিত দলের রাজ্য নেতৃত্বকে জানিয়েছিলেন, তিনি কলকাতা সফরে যেতে আগ্রহী। গত বছর ৩০ নভেম্বর তিনিই বিজেপি-র বাৎসরিক সমাবেশে বক্তা ছিলেন। রাহুলকে এ দিন তিনি বলেছেন তাঁর কলকাতা সফরের দিনক্ষণ ঠিক করতে। পরে রাহুলবাবু বলেন, “অগস্ট কিংবা সেপ্টেম্বরে কর্মসূচি চূড়ান্ত করে ওঁকে জানাব।”

GHADC BID TO PASS CUSTOMARY LAW BILL FLAYED
TURA: The NPP has urged the people of Garo Hills to stand united to oppose the controversial Bill relating to Garo Customary Laws tooth and nail saying that the Bill is clearly aimed at giving a ‘safe passage’ to Chief Minister Mukul Sangma, who is fighting a legal battle pertaining to his tribal status.
“‘The codification of Garo Customary Laws’ Sub. No. II to Sub. No. V of Chapter I (One) has never been in the practice of the Garos for centuries. The Bill is clearly aimed at giving a safe passage to Dr Mukul at this point of time which is also extremely dangerous and detrimental to the identity of the Garos in the future,” West Garo Hills NPP chief S B Sangma said in a statement.
The NPP, while condemning the attempt made by the Congress-led Executive Committee of the GHADC to table the controversial Bill, demanded resignation of the GHADC CEM whose intentions and motives it claimed were against the interest of the people.
It said that while it was not against the codification of Garo Customary Laws which have been the tradition and practices of the Garos for centuries, the tabling of the Bill in its present form was, however, not acceptable.
“The Bill should be prepared in Garo language to avoid misinterpretations and misunderstandings. The sinister nature of the Bill and the manner in which the attempt was made to pass it is highly questionable,” the NPP said.
The party also condemned the Chief Minister for his failure to control the deteriorating law and order situation in Garo Hills.
“Despite worsening law and order situation day by day, the Chief Minister remains absent from office and show no signs of concern for Garo Hills,” the NPP said while demanding Sangma’s resignation.
